The United States Government wishes to express its deep concern with
the unresolved murder on July 13 of Abdul-Rahman Guassemlou,
internationally respected leader of the Iranian Kurdish Democratic
Party, and two of his colleagues, Abdullah Ghaderi-Azar and Fadel Mala
Mahmoud Rasoul.
Credible
evidence exists that the Iranian Government and the local Iranian
Embassy were involved in this heinous act of terrorism. Among other
things, the suspects reportedly held Iranian diplomatic passports. Two
of the suspects sought the refuge and protection of the local Iranian
Embassy.
We
urge the Government of Austria to pursue prompt, official and concrete
action to identify, arrest and prosecute those responsible for the
attack. We believe such action should include steps:
(A) To indict those suspected of responsibility;
(B) To arrest and prosecute any non-official, non-accredited suspects remaining inside Austria;
(C) To initiate Interpol red notices for all suspects and to use all
available avenues o international cooperation to obtain any necessary
evidence located abroad;
(D) If suspects are located abroad, to initiate and effect extradition;
(E)
To declare persona non grata any foreign official accredited to the
Government of Austria trough his local embassy woh may be shown to have
played a role in the assassination or its aftermath, to refuse a
replacement, and to announce the intention to prosecute any PNG' d
official if he or she were to return to Austria in the future.
We
share your outrage at the repeated misuse of diplomatic status for the
purpose of carrying out state-sponsored terrorist attacks on Austrian
soil. In May 1987 the Libyan People's Bureau was implicated in an
assassination attempt against a former Libyan ambassador turned
dissident, Ezzedin al Ghadamsi.
The U.S. fully supports all firm and decisive action by the Government
of Austria in order to make clear that it will not condone the use of
its territory as a venue to organize and carry out state-sponsored
terrorist attacks, including political assassinations.
All civilized states must stand together in our refusal to capitulate
to state-sponsored terrorism. To do otherwise would place the whole
world at greater risk to increased attacks by state sponsors of
terrorism
